I’m in two minds about how a potential friendship could work between these two during their genin days. On one hand, I think they’d be able to bond over similar pasts but on the other, I think the two wouldn’t get along at first.
According to one of the Retsuden novels Sasuke apparently found Hinata irrating due to her “shy nature and inability to form opinions of her own.” I think that’s valid considering his entire character has always been about wanting to be stronger. This timid girl who was discarded by her clan due to her weakness would not even be on his radar.
Plus I imagine Sasuke initially resenting her for not making more of an effort with her clan who are still very much alive, unlike his own.
I think Hinata would have a reason to dislike him too, considering his rivalry with Naruto. But she’s also a gentle, perceptive person who recognises the plight in others. I imagine after the massacre, she feels sorry for him but is unable to reach out a hand to help, much like how she was unable to publically support Naruto even if she genuinely believed and rooted for him in her heart.
What would change? Sasuke seeing her work hard to change herself? Hinata seeing just how much he has grown to genuinely form connection and care for Team 7? Seeing one another’s drive and ambition to grow stronger? I'm not sure. But in my delusions, what was first dislike and indifference blossoms into a quiet, mutual understanding between the both of them, coupled with your usual pre-teen awkwardness. It’s cute.

Somehow sensing his inner turmoil, she turned around slowly, keeping her head down. Sasuke caught a glimpse of her expression, the apples of her cheeks powdered with red as she bit her lip.
He wanted to hold her.
But she was faster.
Sasuke watched as her hand inched closer and closer to his face. For a second he was worried that she’d push him away. Of course she didn’t want to be this close with him. Of course the last six months did not mean as much to her as it did to him.
Then he felt her fingers against his cheek, her touch so soft as if she thought he would break if she applied more pressure.
"I-Is this okay?" Hinata asked, tentatively.
Feeling the corners of his mouth edge upwards, Sasuke enclosed his hand over hers. She was so unpredictable.
Everything about the last six months had been so unpredictable.
"Yes."
And they both sincerely wished that six months would turn into something more.
